Noun + に関する + noun; noun + に関して, optionally with は/も, + clause.

Explanation 説明

Introduce a topic in relatively formal language. Ni kansuru directly modifies a noun, while ni kanshite introduces a clause. Wa can single out the topic and mo can add another topic.

How related patterns differ 比較

について and に関して introduce a topic, with に関して being relatively formal. に対して often marks the target of an action; にとって marks an evaluative standpoint. において sets a context, while における and に関する modify a following noun.
